Storage buys a network time and costs it water quality: a reservoir sized for demand that never arrived stratifies, loses residual in the warm layer, and grows the taste complaints that follow. Pumping is the other half of the bill — a station whose duty point has drifted is paying the difference in electricity every hour it runs.
