Municipal drinking water is judged on two numbers that pull against each other: what reaches the tap, and what it cost to put there. Most of the second is pumping.

The work sits in three places — abstraction and treatment, the trunk mains, and the district networks where losses accumulate quietly enough to be mistaken for demand.
